The rising sign at the moment of the question is traditionally taken to stand for the person asking.
The house of the matter
Each question is linked to a house. A question about work is traditionally looked at through the tenth house, and one about marriage through the seventh. The planets in that house, and the ones looking at it, colour the answer.
The planets and their condition
Astrologers look at where the planets sit, whether they are strong or weak, and whether they are moving backward (retrograde).
The Moon
The Moon is traditionally read for the mind of the asker and the direction the matter is taking.
Timing
Planetary periods (dashas) are used to place a matter in time. The Vimshottari dasha is the system most commonly used.
